APPLICATION OF POWER BI IN THE ANALYSIS OF CENTRALIZED PHARMACEUTICAL TENDERING AT CAN THO CITY IN 2023–2025

Abstract

Background: Pharmaceutical tendering is a critical and recurrent activity that ensures the uninterrupted operation of healthcare facilities, particularly within the public sector. Reports across multiple provinces have repeatedly highlighted drug shortages occurring at various time points, largely attributable to challenges in the tendering and purchasing processes. To date, research on pharmaceutical tendering in Vietnam remains limited, especially studies applying analytical platforms such as Power BI to enhance data visualization and decision-making in tender management. Objectives: To analyze the characteristics of bidding plans and award results of six centralized pharmaceutical tender packages at the provincial level in Can Tho during 2023–2025. Material and Methods: A retrospective study was conducted using datasets extracted from the national electronic procurement portal administered by the Ministry of Finance. Data were cleaned, processed, and visualized through Power BI using a combination of charts and analytical dashboards. Results: A total of six tender packages for modern medicines were issued, comprising one originator-drug package and five generic packages (Groups 1–5), with an aggregated catalogue of 3,322 items. Generic packages accounted for 90 percent of the total item volume and 85 percent of the estimated contract value. The overall award rate reached 77.4 % of all listed items. Award rates by package were as follows: originator-drug package (75.5 %), Generic Group 1 (72.5 %), Group 2 (78.3 %), Group 3 (80.5 %), Group 4 (82.4 %), and Group 5 (61.3 %). Cost savings amounted to 10.7 % relative to the planned budget. Conclusion: The centralized local drug procurement process has achieved positive outcomes, with more than 77% of the items successfully awarded and cost savings exceeding 10% in terms of total value. However, over one-fifth of the pharmaceutical items failed to win bids due to various reasons, indicating that drug procurement activities at healthcare facilities still require further attention and improvement
